In a large mixing bowl dissolve the yeast in the warm water.
Add in the milk, sugar, oil, and salt. Mix well.
Stir in 2 cups of flour and mix until a soft dough forms.
Turn onto a floured surface and knead in the addition 1 cup of flour. Continue kneading for 5-8 minutes.
Place the dough in a greased bowl, flipping over once to coat with oil. Cover and let rise for 1 1/2 hours or until doubled.
Punch down the dough and divide into 12 pieces.
In a small bowl combine the butter, garlic cloves, parsley, garlic powder, and black pepper.
Roll each piece of dough into a ball. Dip it into the butter mixture and place it in a greased loaf pan. Continue with remaining dough. Pour any extra butter over top of the bread.
Sprinkle the bread with Parmesan cheese. Cover and allow to rise for 1 hour.
Preheat the oven to 375 degrees. Bake the bread for 40 minutes or until golden brown. Remove from oven and cool for 10 minutes.
Serve with marinara if desired.
