Line an 8 x 8 baking pan with aluminum foil. Spray the foil with baking spray and set aside.
Place the chocolate chips, sweetened condensed milk, and butter in a large saucepan. heat over medium heat, stirring constantly, until the mixture is melted and completely smooth.
Remove from heat and stir in the chopped pecans. Set aside.
Place the caramel bits, milk, and salt in a microwave safe bowl. Microwave in 20 second intervals, stirring after each interval, until caramels are completely melted and the milk is incorporated into the caramel.
Pour half the fudge mixture into the prepared pan and smooth it out. Pour all of the caramel on top of the fudge and smooth it out. Carefully add the remaining fudge and spread it out evenly over the caramel.
Put the fudge in the refrigerator for 4 hours.
Cut into 24 squares.
