Preheat the oven to 350 degrees. Line a muffin tin with cupcake liners. Set aside.
In a medium bowl mix together the flour, baking powder, and salt. Set aside.
In a large bowl cream together the butter and sugar. Add in the eggs and mix well. Stir in the vanilla.
Add half the flour mixture into the butter mixture and mix well. Stir in the milk until well combined. Add the remaining flour mixture and mix until batter is smooth.
Fold the chocolate chips into the batter.
Fill the prepared muffin cups 3/4 of the way full.
Bake for 22-25 minutes or until a toothpick inserted into the center comes out clean.
Remove from oven and cool completely on a wire rack.
To make the frosting beat the butter in a bowl with a mixer on medium speed. Add the powdered sugar a half cup at a time until desired consistency is reached.
Add in the vanilla and milk and mix well. Add more powdered sugar if needed.
Stir in 1/2 teaspoon of blue food coloring.
Use a star tip and pipe stars all over the top of the cupcakes to look like fur.
Place half of a cookie on the bottom third of each cupcake. Place two eyes on the top third of the cupcake. Enjoy!
