Preheat the oven to 400 degrees.
In a large bowl combine the flour, baking powder, cinnamon, and salt.
Cut the butter into tiny pieces and add to the dry ingredients. Using your fingers, combine the butter with the dry ingredients until the mixture looks like wet sand.
In a small bowl combine the heavy cream, egg, brown sugar, and vanilla and mix well.
Add the wet ingredients to the dry ingredients and mix until just combined.
Fold in the apples.
Pour the dough onto a flour surface and shape into an 8 inch circle. Use a pizza cutter and cut into 8 wedges.
Place the wedges on a baking sheet 2 inches apart. Bake for 22-25 minutes or until the tops are golden brown.
Remove from oven and cool completely.
In a small bowl combine the ingredients for the glaze. Mix well.
Place the glaze in a zip top baggie and snip off the end. Drizzle onto the cooled scones.
