Combine the water, soft peppermint candies, chocolate sauce, and sugar in a small saucepan. Bring to a boil over medium high heat and continue to boil for 5 minutes, stirring occasionally.
Remove from heat.
Place the water and milk in a 16 ounce mug and heat until boiling. Add in instant coffee and mix until incorporated. Stir in the peppermint mocha syrup.
Spray whipped cream on top of the latte and top with a soft peppermint candy.
