Set the mugs on a table with a hat and a pair of gloves in front of each one.

Roll the hats tightly lengthwise and then use a piece of washi tape to secure. Repeat this step with the gloves.

Stick the hat and the gloves, finger side up, into the large mugs. Place a candy cane in each mug in front of the hat and gloves.

Tie a colored ribbon around each packet of hot chocolate mix and then place it in the mug in front of all of the other items.
