Preheat the oven to 375 degrees. Spray a 9 x 13 baking dish with cooking spray.
Cook the pasta according to the package directions. Drain and place in the baking dish.
Heat the ground beef in a large skillet over medium heat. Cook for 5-7 minutes or until the beef has browned. Stir in the Italian Seasoning and then drain any excess fat.
Add the olive oil to the beef along with the onions, garlic, and pepper. Saute for 5 minutes or until the vegetables begin to soften.
Add the marinara to the skillet and cook for 5 minutes.
Pour the beef and vegetable mixture into the pan with the pasta. Add the sour cream and 1 cup of mozzarella cheese and mix until well combined.
Sprinkle the remaining cheese over the top of the dish. Bake for 20 minutes.
Turn the oven to broil and broil on high for 1-2 minutes or until the cheese is golden brown.
