Preheat the oven to 350 degrees.
In a large bowl cream together the butter and sugar until smooth.
Add in the egg, vanilla, and Bailey's and mix well.
In a medium bowl combine the flour, baking powder, and salt.
Add the flour to the butter mixture mix until just combined.
Place the espresso powder and sugar in a small bowl and mix together.
Roll the dough into 1 inch balls. Roll each ball into the espresso mixture and place on a cookie sheet.
Bake for 10-12 minutes. The cookies should be set.
Remove from oven and press an unwrapped Hershey's Hug into the center of each cookie. Let sit for 5 minutes.
Use a toothpick and slowly swirl the Hug around to make a pretty pattern. Don't over swirl.
Let sit 5 more minutes then carefully move the cookies to a baking rack to cool completely.
