In a large bowl combine the butter, brown sugar, sugar, and vanilla. Mix well. Add in the flour and salt and mix well.
Add the milk 1 tablespoon at a time until a nice dough forms.
Fold in the chocolate chips and set aside.
Place the chocolate in a microwave safe bowl and heat in 20 second intervals, stirring after each heating, until completely melted.
Line an 8 x 8 baking dish with parchment paper.
Pour half of the chocolate mixture into the bottom of the pan and smooth with a spatula.
Grab a handful of cookie dough and flatten it out in your hands and then place it in the pan on top of the chocolate. Do this until all of the chocolate is covered.
Pour the remaining chocolate on top of the cookie dough and spread until smooth.
Quickly break the cookies into pieces and press into the top of the melted chocolate.
Refrigerate for at least 1 hour. Remove and cut into 25 squares.
Store in a container in the refrigerator for 5 days. (You can store them at room temperature but they become very soft.
