Preheat the oven to 400 degrees.
In a large bowl combine the flour, sugar, and baking powder. Mix well.
Add the butter and use your fingers to mix it into the flour mixture until it resembles wet sand.
Add in the milk and vanilla and mix until just combined.
Fold in the chocolate chips.
Form the dough into a circle that is about an inch thick. Cut the dough into 8 wedges.
Place the scones on a baking sheet 2-3 inches apart. Bake for 15-18 minutes.
Remove from oven and cool on a wire cooling rack.
