Preheat the oven to 350 degrees.
Spray a loaf pan with cooking spray and set aside.
In a large bowl cream together the butter and sugar until light and fluffy. Add the eggs and vanilla and mix well.
Add the milk and mix until combined. Then add the flour, cocoa powder, baking soda, and salt and mix until well combined.
Fold in the chocolate chips.
Pour into the prepared pan and bake for 55 minutes.
Remove from oven and cool completely on a wire rack.
Place the chocolate melts in a microwave safe bowl and heat int 20 second intervals, stirring after each heating, until the chocolate is melted.
Pour chocolate into a zip top baggie, snip off the end, and drizzle over top of the bread.
