Preheat the oven to 350 degrees. Spray an 8 x 8 baking dish with cooking spray.
In a large bowl combine the butter, sugar, and vanilla.
Add in the eggs and mix well.
Stir in the cocoa powder and mix until well combined.
Add the flour, baking powder, and salt and mix well.
Pour the brownie batter into the prepared pan. Bake for 25-30 minutes or until the brownies are completely cooked through.
Remove from the oven and cool completely.
Meanwhile, mix together the pistachio cream, kataifi, and tahini (if using). Mix well then spread over top of the cooled brownies. Place in the freezer for 5 minutes.
Meanwhile, place the chocolate chips or chocolate melts in a microwave safe bowl and heat in 20 second intervals, stirring after each heating, until completely melted. Pour over top of the brownies.
Allow the chocolate on top to harden for 15-20 minutes then cut into 16 brownies.
