Preheat the oven to 350 degrees.
Spray a 9 x 13 pan with cooking spray and set aside.
Place the chocolate in a large saucepan over medium low heat and stir until melted. Add in the butter and stir until butter is melted. Remove from heat.
Add the sugar to the chocolate and mix well.
Stir in the eggs one at a time and mix after each addition. Stir in the vanilla.
In a medium bowl combine the flour, malted milk powder and salt. Mix well.
Pour the flour mixture into the chocolate mixture and mix until just combined.
Fold in the chocolate egg pieces.
Spread the batter into the prepared pan and bake for 30-35 minutes or until a toothpick inserted into the center comes out clean.
Remove from oven and cool completely on a wire rack.
To make the frosting place the chocolate in a microwave safe bowl and heat in 20 seconds intervals, stirring after each heating, until melted.
In a large bowl cream the butter. Add in the powdered sugar and mix until well combined.
Add in the malted milk powder, milk, vanilla paste, and salt. Mix on medium high speed for 2 minutes.
Add the melted chocolate and beat on medium high speed for 2 minutes.
Spread the frosting over top of the cooled brownies.
Sprinkle with the chopped chocolate eggs and sprinkles.
