In a microwave safe bowl combine the white chocolate chips, 3/4 cup of sweetened condensed milk, and half the salt. Heat in 20 second intervals, mixing after each heating, until it's completely melted.
Pour the mixture into the prepared pan.
In the same bowl heat the blue candy melts, the remaining sweetened condensed milk, and the remaining salt in 20 second intervals, stirring after each heating, until melted.
Pour the mixture on top of the white chocolate.
Use a butter knife to make a swirl pattern.
Chill for 2 hours or until firm. Cut into 25 pieces.
