Preheat the oven to 350 degrees.
In a large bowl combine the flour, baking soda, baking powder, salt, and oats. Mix well and set aside.
In a medium bowl cream together the butter and brown sugar. Add in the eggs and mix well.
Stir in the vanilla and milk.
Add the wet ingredients to the dry ingredients and mix until just combined.
Fold in the chocolate chips.
Spread the batter into a 9 x 13 baking dish. Bake for 27-30 minutes or until the edges are golden brown.
Remove from oven and cool on a wire rack for 30 minutes.
Cut into 18 bars and enjoy.
