In a small saucepan combine the strawberries and water over high heat. Bring to a boil and boil for 7 minutes.
Strain through a fine mesh sieve. Return a half cup of the strained juice to the pan along with the brown sugar. Bring to a boil over high heat. Cook for 5 minutes.
Add in the butter and boil for an additional 2 minutes. Remove from heat and stir in the vanilla. Remove from heat.
To make the pancakes combine all the ingredients in a bowl and whisk until smooth.
Heat a large saute pan over medium high heat. Spray with cooking spray.
Pour a quarter cup of pancake batter into the pan in two different places. Cook for 2 minutes per side. Remove from pan and repeat with remaining pancake batter.
Stack three pancakes on each of three plates. Top with a small handful of sliced strawberries, strawberry syrup, and whipped cream. Enjoy!
