In a large skillet over medium heat, cook the ground beef until browned, about 7-8 minutes.
Add in the onions, bell peppers, and garlic cloves and saute for 5 minutes.
Sprinkle in the cumin,chili powder, oregano, black pepper, and salt. Saute for 5 minutes or until the vegetables are softened.
Add in the refried beans and cook for 3 minutes or until heated through.
Meanwhile, combine the chili without beans, Manwich sauce, and enchilada sauce in a saucepan. Cook until heated through.
Heat the tortillas in the microwave for 20 seconds to softened them. Spoon ½ cup of ground beef mixture in the center and sprinkle with 2 tablespoons of cheddar cheese.
Roll up the tortilla and place on a platter. Repeat with remaining tortillas.
When ready to eat place the burritos on a plate. Cover with the burrito sauce and the white queso dip.
Top the burritos with lettuce and tomatoes if desired.
