Spray a 9 x 13 pan with cooking spray and set aside.
In a bowl combine the cake mix, water, oil, and eggs. Mix well and pour into the prepared pan.
Bake according to the packages directions. Remove from oven and cool on a wire rack for 20 minutes.
In a medium sized bowl combine the lime gelatin with 1 cup of boiling water. Stir until the gelatin is dissolved. Add another 1/3 cup of cold water and mix well.
Using the end of a wooden spoon or a skewer poke holes all over the semi-cooled cake.
Pour the gelatin mixture slowly over the top of the cake until it is all absorbed.
Refrigerate for 2 hours.
To make the frosting mix the Cool Whip, powdered sugar, and vanilla in a large bowl with a hand mixer on medium speed. The consistency will be like marshmallow cream.
Spread the frosting all over the cake. Top with sprinkles.
