Preheat the oven to 425 degrees.
Spray a sheet pan with cooking spray and set aside.
In a large bowl combine the mayonnaise, sour cream, honey, soy sauce, sriracha, salt, and pepper. Whisk until smooth. Set aside.
To make the meatballs combine the ground beef, breadcrumbs, ginger, scallions, soy sauce, salt, and pepper. Mix well with your hands to combine.
Roll the beef mixture into 16 meatballs.
Place the meatballs on the prepared baking sheet. Bake for 15-18 minutes or until cooked through.
Meanwhile, cook the rice according to the package directions.
Once the meatballs are cooked, remove them from the oven and put them into the bowl with the sauce. Toss to coat the meatballs.
Divide the rice between 4 bowls. Top each bowl with 4 meatballs and drizzle with the remaining sauce.
Sprinkle the tops of the meatballs with the sesame seeds and serve with roasted vegetables if desired.
