Preheat the oven to 350 degrees. Spray a 9 x 13 baking pan with cooking spray.
In a medium bowl combine the flour, baking soda, and salt. Mix and set aside.
In a large bowl mix the butter until smooth. Add in the sugar and cream.
Stir in the eggs one at a time, beating well after each addition. Stir in the vanilla.
Add in the cocoa powder and mix well.
Add half the flour mixture and stir well. Mix in the milk stirring until combined. Add the remaining flour and mix until smooth.
Pour into the baking pan. Bake for 25-35 minutes or until a toothpick inserted into the center comes out clean. Cool on a wire rack for 10 minutes. Run a knife around the edges and then remove from pan. Cool completely.
In a large bowl beat the butter with a mixer. Add in the vanilla and mix until blended.
Stir in the powdered sugar a half cup at a time until thick. Add just enough milk to make the frosting to the desired consistency.
Divide the frosting in half. Dye one half black. Frost the entire cake with black frosting. Place the remaining black frosting in a piping bag and pipe dots all around the edges.
Divide the remaining frosting in half. Dye half of the frosting medium blue. Pipe a line around the outside edge. Pipe on the video game screen. Pipe on one of the Pac-Man ghosts.
Divide the remaining frosting in half and dye half of it yellow. Pipe out Happy Birthday on the top. Pipe the dots in the video game screen. Pipe on Pac-Man.
Divide the remaining frosting into 6 small bowls. Color one pink, one red, one orange, one green, and leave one white.
Use the pink, red, and orange for ghosts in the game. Use the orange for a peach on the screen. Use the red for cherries on the screen. Use the green for the top of the peach and the cherry stems.
Finally, use the white to pipe eyes onto the ghosts.
Lastly, use the black to put dots on the whites of the eyes. Then pipe the black eye on Pac-Man.
