Place the water, butter, milk, and honey in a microwave safe bowl and heat for 45 seconds. Remove from the microwave and stir well. Heat in 15 second intervals
until the mixture is warm but not hot.
Pour the mixture into a large bowl and sprinkle in the yeast. Give it a stir then let it stand for 5 minutes or until it starts foaming.
Add 3 ½ cups of the flour into the yeast mixture along with the salt. Mix well until combined. If the dough is still sticky add in another ¼ cup and mix well. If the dough is still sticky add in another ¼ cup and mix well.
Turn the dough onto a floured covered surface and knead for 5 minutes.
Put the dough in a greased bowl, cover, and let rise for 15 minutes.
Divide the dough into 10-12 pieces and gently shape into balls. Place in a greased 9 x 13 baking dish.
Cover and let rise for 20 minutes.
Meanwhile, preheat the oven to 400 degrees.
Melt a tablespoon of butter in the microwave and brush over top of the rolls. Sprinkle with sea salt.
Bake for 15-18 minutes or until the tops start turning brown.
Remove from oven and brush with more butter and sea salt.
