Preheat the oven to 350 degrees. Line a 9 x 13 pan with aluminum foil.
In a large bowl combine the butter, eggs, sugar, brown sugar, milk, and vanilla. Mix well to combine.
Pour in the cocoa powder and mix until combined.
Add the flour and salt and stir until just combined.
Pour the batter into the prepared pan and smooth.
Bake for 25-30 minutes or until a toothpick inserted into the center comes out clean.
Place on a wire rack and cool for 1 hour.
Place the chocolate melts and heavy cream in a microwave safe bowl. Heat in 20 second intervals until melted, stirring after each heating,
Pour the ganache over top of the brownies and smooth. Sprinkle with the sprinkles and place in the refrigerator for 30 minutes.
Remove from refrigerator and remove the brownies using the aluminum foil. Cut into squares.
