In a large bowl combine the flour, baking soda, cornstarch, cinnamon, nutmeg, and salt. Set aside.
In a medium bowl whisk the butter and brown sugar together until smooth.
Stir in the egg and mix well. Mix in the vanilla.
Pour the wet ingredients into the dry ingredients and mix well.
Place the dough in plastic wrap and refrigerate at least 2 hours or up to 48 hours.
Remove the dough from the refrigerator and preheat the oven to 325 degrees.
Pour the sugar in a shallow dish.
Roll 2 tablespoons of dough into a ball and then roll in the sugar.
Bake for 8 minutes.
Remove from oven and press the back of a spoon into the center of each cookie. Bake for 3-4 additional minutes.
Remove from oven and cool on the cookie sheet for 2 minutes. Remove to a wire rack and cool completely.
