Place the candy corn and water in a microwave safe dish. Heat for 90 seconds then let stand for 1 minute. Stir until candy corn has dissolved.
In a large saucepan combine the milk, white chocolate chips, and melted candy corn over medium heat.
Cook for 5 minutes or until everything is melted and the mixture is hot but not boiling.
Remove from heat and pour into 4 mugs. Top with whipped cream and candy corn.
