In a medium bowl combine the flour, cornstarch, sugar, salt, baking powder, onion powder, garlic powder, paprika, and black pepper. Slowly pour in the beer and whisk until fairly smooth. Set aside.
Heat the vegetable oil in a large skillet over medium high heat. Check to see if it's hot.
Dip two or three pieces of fish into the batter making sure to cover the fish. Allow the excess to drip off and quickly put the fish into the pan.
Fry the fish for 2-3 minutes per side or until golden brown. Remove the fish from the oil and place on a paper towel lined plate. Repeat with remaining fish.
