Spray a 9 x 9 baking dish with cooking spray and set aside.
In a large bowl cream together the butter and sugar. Add the egg and vanilla and mix well to combine.
In a medium bowl combine the flour, cocoa powder, baking soda, and salt.
Add half the dry ingredients to the wet ingredients and mix well.
Add the chocolate milk and mix well to combine.
Add the remaining flour mixture and mix until just combined.
Fold in the chocolate chips and cream cheese chips.
Pour into the prepared pan and bake for 30 minutes. Cool completely on a wire rack.
To make the ganache place the chocolate chips and sweetened condensed milk in a microwave safe bowl and heat on 30 seconds. Remove bowl and stir. Heat for 15-20 more seconds or until everything is melted and well combined. Quickly pour over top of brownies and smooth.
Allow the ganache to harden for 15 minutes. Cut the brownies into 16 pieces.
