Place the metal trivet in the bottom of the Instant Pot. Sprinkle the ribs with salt and pepper. Rub them with the vegetable oil then rub with the chile powder.
Place the rack of ribs inside the pot.
In a medium bowl whisk together 1/2 cup of barbecue sauce, the vinegar, ginger, and garlic. Pour over top of the ribs in the pot. Add an additional 1/2 cup of water to the bottom of the Instant Pot.
Place the lid on the pot and set on high pressure for 45 minutes.
At the end of the 45 minutes allow the steam to release naturally for 10 minutes then release the remaining steam manually.
Remove the ribs from the pot and place on a foil lined baking sheet. Preheat the broiled in your oven.
In a small bowl whisk together the remaining barbecue sauce, pineapple juice, ketchup, and 1/4 cup of the liquid from the bottom of the Instant Pot.
Broil the ribs for 3-5 minutes or until the sauce is sticky.
Brush the sauce over top of the ribs.
