In a large bowl combine the flour, honey, yeast, butter, onion powder, salt, warm water, and garlic. Mix well to form into a dough.
With a spatula add in the cheddar cheese and mix well.
Turn the dough out onto a floured surface and knead for 5 minutes.
Place in the bowl and cover. Let sit 15 minutes.
Spray a pie pan with cooking spray.
Divide the dough int 12 pieces. Roll each into a ball. Place the rolls in the pie pan. Cover and let rise for 30 minutes.
Preheat the oven to 375 degrees.
Place the rolls in the oven for 12 minutes.
Meanwhile, combine the ingredients for the honey garlic butter. Remove the rolls from the oven and brush with the honey garlic butter. Place the rolls back in the oven for 5 minutes.
Remove from oven and cool.
